The long-term care industry is an ever-fluctuating arena deeply impacted by Federal and State legislative changes, economic turmoil and resident expectations.

The future landscape is certain to evolve, and providers must begin to prepare for these changes now. The Marcum Long-Term Care Symposium is dedicated to providing professionals with a glimpse of the future, both operationally and economically.

Anirban Basu

Chief Economist and Chairman & CEO of the Sage Policy Group, Inc.

Anirban Basu is Chairman & CEO of Sage Policy Group, Inc., an economic and policy consulting firm headquartered in Baltimore, Maryland with offices in Pennsylvania and Cambodia.  The firm provides strategic analytical services to energy suppliers, law firms, medical systems, government agencies, and real estate developers among others. 

In 2014, Maryland Governor Larry Hogan appointed him Chair of the Maryland Economic Development Commission.  He also serves as chairman of the Baltimore County Economic Advisory Committee.  He is also the Chief Economist to Associated Builders and Contractors and Chief Economic Advisor to the Construction Financial Management Association.  He serves similar functions for Visit Baltimore, the Maryland Association of Realtors, and Marcum, LLC.  

He lectures at Johns Hopkins University in Global Strategy and has also taught international economics, urban economics, micro- and macroeconomics at Hopkins. His radio show can be heard weekdays on 88.1FM, WYPR, Baltimore.  

In both 2007 and 2016, the Daily Record newspaper selected Mr. Basu as one of Maryland’s 50 most influential people. The Baltimore Business Journal named him one of the region’s 20 most powerful business leaders in 2010.

Mr. Basu has been on many boards over time, including First Mariner Bank, the Baltimore City Public School System, Port Discovery, the Baltimore School for the Arts, and Union Memorial Hospital.  He is currently on the boards of St. Mary’s College, the University System of Maryland Foundation, the Center for Emerging Media, the Lyric Opera House and the Archdiocese of Baltimore School System.

Mr. Basu earned his B.S. in Foreign Service at Georgetown University in 1990.  He earned his Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government, and his Master’s in Economics from the University of Maryland, College Park.  His Juris Doctor was earned at the University Of Maryland School of Law. 

Maureen McCarthy

Founder, President and CEO, Celtic Consulting, LLC

Maureen McCarthy is the founder, President and CEO of Celtic Consulting, LLC; nationally recognized as a luminary amongst long term care operators and clinicians for Reimbursement and Regulatory matters, Audits, and Analysis, Enhancing Operational Efficiency and Education and Litigation Support. Maureen combines her clinical expertise in long-term care and her regulatory acumen to assist clients with developing and executing, sustainable remediation plans. She is a registered nurse with over two decades of work experience, including direct patient care, MDS Coordinator, Director of Nursing, and Rehab Director, and Medicare biller.

Maureen has trained thousands of clinicians and administrators; Certified as Master Teacher for the Director of Nursing Course (DNS-MT), Master Teacher for Quality Assurance and Performance Improvement processes (QCP-MT), Master Teacher of the MDS (RAC-MT), and Master Teacher in Advanced MDS (RAC-MTA) which contains the Patient Driven Payment Model (PDPM), and Medicare Regulations. She is a Medicare & MDS 3.0 Advisor for several state affiliates, advisor to the Medicare Administrative Contractor

(MAC-J13), the Medicare contractor for the National Government Services Provider Advisory Group. Recognized for thought-leadership, Maureen presents to many long term care associations- the American Health Care Association (AHCA), American Association of Post-Acute Care Nursing (AAPACN), and the American College of Health Care Administrators (ACHCA) amongst others. She sits on the Board of Directors for the American Association Post-Acute Care Nurses (AAPACN) and Vice-Chair of the Expert Advisory Panel for the American Association of Nurse Assessment Coordination (AANAC).

She provides webinar presentations, conducts seminars on topics relevant to the long term care industry organizations. Her publications have been in leading industry journals such as PPS Alert, McKnight’s Long-Term Care News, and Skilled Nursing News and authored several books.

Maureen is also the founder and CEO of MDSRescue, LLC, providing interim MDS completion services across the country. Maureen is a registered nurse with over two decades of work experience, including direct patient care, MDS Coordinator, Director of Nursing, and Rehab Director, and Medicare biller.

Clifton Porter II

Senior Vice President of Government Relations, American Health Care Association (AHCA) and the National Center for Assisted Living (NCAL)

Clifton (Clif) Porter, II is the senior vice president of government relations at the American Health Care Association (AHCA) and the National Center for Assisted Living (NCAL), which represents more than 14,000 for-and not-for-profit nursing homes, assisted living residences, and facilities for the care of people with intellectual and developmental disabilities.

Prior to coming to AHCA/NCAL, Porter led HCR ManorCare’s Government Relations Department from 2004-2013 as its vice president of government relations. He oversaw all company government relations activities including the monitoring of legislation, policy analysis and grassroots coordination. His responsibilities encompassed both state and federal legislative oversight as well as political strategic planning.

Porter has been serving the needs of seniors in the Long-Term Care field for over 31 years. He began his career as an Administrator in Training at a Skilled Nursing Facility in 1989 and served as Assistant Administrator and Administrator of several Skilled Nursing Centers from 1990 through 1998. Porter’s direct operational experience includes new facility openings, troubled facility turnarounds and the operation of large, complex nursing centers. He also oversaw the operations of multiple nursing centers in a large urban market actively serving the needs of over 1,100 patients on a daily basis from 1998 until late 2004.

While serving as both an Administrator and Regional Director of Operations, Porter became actively involved with state advocacy issues on behalf of the Long Term Care sector. He served on the Boards of the Virginia Healthcare Association, Ohio Healthcare Association and the Health Facilities Association of Maryland (HFAM) at different times beginning in 1995 and served as Chair of HFAM’s Legislative Steering Committee from 2004 to 2013.

Now serving as the top lobbyist in AHCA/NCAL, Porter works to promote the association’s legislative agenda. He continues to advocate against cuts to Medicare and Medicaid, and backs policies that improve patient outcomes through incentives. Porter also supports legislation that would improve workforce development, rationalize regulations, modernize facility construction along with several other policy initiatives.

Porter is a native of Columbia, MD, and received his Bachelor of Science Degree from the Medical College of Virginia, Virginia Commonwealth University in 1989, majoring in Healthcare Management. He has been married to Deborah for 31 years and has three children (Chanel, 29, Christian, 26 and Clifton, 23). He has served in various leadership positions within his local church and has been actively involved in several professional and community organizations. The Porters currently reside in Alexandria, VA.
