Anirban Basu
Chief Construction Economist, Marcum LLP

Anirban Basu is Chairman & CEO of Sage Policy Group, Inc., an economic and policy consulting firm headquartered in Baltimore, Maryland with offices in Pennsylvania and Cambodia. The firm provides strategic analytical services to energy suppliers, law firms, medical systems, government agencies, and real estate developers among others.

In 2014, Maryland Governor Larry Hogan appointed him Chair of the Maryland Economic Development Commission. He also serves as chairman of the Baltimore County Economic Advisory Committee. He is also the Chief Economist to Associated Builders and Contractors and Chief Economic Advisor to the Construction Financial Management Association. He serves or has served similar functions for Visit Baltimore, Maryland Realtors, and Marcum, LLC.

He lectures at Johns Hopkins University in Global Strategy and has also taught international economics, urban economics, micro- and macroeconomics at Hopkins. His radio show can be heard weekdays on 88.1FM, WYPR, Baltimore.

In both 2007 and 2016, the Daily Record newspaper selected Mr. Basu as one of Maryland’s 50 most influential people. The Baltimore Business Journal named him one of the region’s 20 most powerful business leaders in 2010.

Mr. Basu has been on many boards over time, including First Mariner Bank, the Baltimore City Public School System, Port Discovery, the Baltimore School for the Arts, and Union Memorial Hospital. He is currently on the boards of St. Mary’s College, the University System of Maryland Foundation, the Center for Emerging Media, the Lyric Opera House and the Archdiocese of Baltimore School System.

Mr. Basu earned his B.S. in Foreign Service at Georgetown University in 1990. He earned his Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government, and his Master’s in Economics from the University of Maryland, College Park. His Juris Doctor was earned at the University Of Maryland School of Law. His doctoral work is in health economics and has taken place at UMBC.

Mr. Basu presentation supplies detail discussions regarding, global, national, and regional economic performance using the most current data available. Special attention is devoted to certain aspects of economic life, including the performance of financial, labor, real estate, and construction markets.


Louis Amoriggi
Senior Vice President Commercial Banking Webster Bank

Louis Amoriggi is the Senior Vice President of Commercial Banking at Webster Bank. Mr. Amoriggi is responsible for the management and procurement of Middle Market Commercial Banking relationships in Rhode Island and Southeastern Massachusetts targeting companies with revenue > $25.0MM.

Prior to joining Webster Bank, Louis served as the Regional Director of Business Banking at Citizens Bank for the RM Channel in RI, CT, NY, NJ, DE and PA targeting commercial loan, deposit and cross sale relationships for companies in the $3.0MM to $25.0MM revenue space – portfolio size in excess of $1.5BB in Loan Commitments and $2.5BB in Deposits.

Mr. Amoriggi serves in different boards including; the Community Preparatory School, the Rhode Island Bankers Association and the RI Community Food Bank.

Louis holds a Masters of Business Administration from the University of Rhode Island and a Bachelor of Arts and Economics Major from Boston University.

David Byrne
Vice President and Bond Manager Starkweather & Shepley Insurance Brokerage Inc.

David Byrne is the Vice President and Bond Manager at Starkweather & Shepley Insurance Brokerage Inc. Mr. Byrne provides a unique perspective in understanding both the demands of the bonding companies and the needs of contractor clients. He has the flexibility to match both small and large contractors with the appropriate bonding company to maximize surety credit.

Prior to joining Starkweather & Shepley, Mr. Byrne was the owner of Bonding & Insurance, LLC, acquired by Starkweather & Shepley in 2011.

David is a member of different construction associations including; Rhode Island Association of Building Contractors - serving on Board of Directors, Massachusetts Association of Building Contractors, Massachusetts Surety Association, Rhode Island Utility Contractors Association, and Construction Financial Management Association.

Mr. Byrne holds a Masters of Business Administration from Northeastern University and a Bachelor of Science in Business Administration degree from The American University.

Robert Mercado
Partner, Assurance Services, Marcum LLP

Robert Mercado is a Partner in the Assurance Services division and serves as the New England Regional Construction Leader. He has more than 24 years of experience conducting, reviewing and analyzing financial information for construction contractors, manufacturers and service corporations.

As a Certified Construction Industry Financial Professional, Mr. Mercado has an expertise in troubleshooting problem job performance for construction projects and recommending practices to enhance profitability. In addition, he is knowledgeable with systems analysis and with the tailoring of accounting software to meet clients’ needs.

Mr. Mercado is a frequent speaker on accounting and auditing matters for construction companies, industry organizations and professional development courses. He has been acknowledged in several publications of the AICPA’s Audit and Accounting Guide - Construction Contractors and AICPA’s Audit Risk Alert - Real Estate and Construction Industry Developments.

James Miller
Partner, Assurance Services, Marcum LLP

James Miller is a Partner and member of Marcum’s National Construction Industry group. He has more than 17 years of experience compiling, reviewing and analyzing financial statements for construction contractors and other allied companies. Additionally, James helps run Marcum’s New England Transaction Services group, providing clients with quality of earnings due diligence services for both sell-side and buy-side transactions.

He has also been involved in high profile and sensitive engagements regarding fraud and litigation support. A sought-after speaker on construction accounting and auditing matters, Mr. Miller has conducted internal training seminars and presented on issues and updates regarding the construction industry and construction engagements.

Mr. Miller’s specialties include troubleshooting problem job performance for construction projects and recommending practices to enhance profitability. He has considerable experience with construction claims matters and has provided litigation support services in this area. Additionally, Mr. Miller has an in-depth knowledge of systems analysis and tailoring of accounting software to meet clients’ needs.

Joseph J. Reale, Jr
Attorney, Joseph J. Reale, Jr., Ltd

Joseph J. Reale, Jr. has been a practicing attorney in Rhode Island and Massachusetts for more than thirty-five years in the area of construction and business law. His practice is focused primarily in trial and appellate work in both the state and federal courts. He has extensive trial and appellate experience in addition to an extensive practice in arbitration and mediation. His client group includes the representation of General Contractors, Owners, Subcontractors, Architects and Vendors in all aspects of contract negotiation, contract enforcement and payment, and related construction issues. He has lectured on the subjects of construction law and arbitration before the Rhode Island Associated Builders and Contractors, Inc., the Rhode Island Subcontractors Association, Construction Specification Institute of Rhode Island, as well as various civic groups. He is the author of various articles on litigation and the construction industry. He is a member of the Rhode Island Bar Association, the Massachusetts Bar Association and Mr. Reale is a member of the Rhode Island Trial Lawyers Association and the American Bar Association’s section on construction law. He received his undergraduate degree from Brown University in 1981 and his Juris Doctorate from Case Western Reserve University in 1984.
